Bob Kelly, Mayor
Bob Kelly, who is in his second term as Mayor, and his wife, Linda, have lived in West University for 35 years, during which time they raised two daughters. Bob has served the community as Mayor Pro Tem/City Council Member, member of the West University City Charter Review Committee, member of the West University Parks and Recreation Board, President of the West University Elementary PTA, President of the West University Soccer Club, President of the Lamar High School Athletic Booster Club, member of Tri-Sports Association, member of several special City Council committees, member of the Pershing Middle School and Lamar High School PTAs, and head coach of West University Girls’ Soccer and Softball for over 10 years; he was three times awarded the Certificate of Appreciation from the Houston Independent School District. Bob served our country for five years as a Captain on active duty with the US Air Force. He also holds B.B.A., M.B.A., and J.D. degrees. Bob, who has practiced law for the past 35 years, is rated AV, the highest legal ability and ethical standards ratings, by Martindale-Hubbell, and he is a Life Fellow of the Texas Bar Foundation.
Bob Fry, Mayor Pro-Tem
Bob Fry is serving his second term on the City Council and his second term as Mayor Pro Tem. He has lived in West University Place since 1986 and has a long list of civic accomplishments to his name, earning him recognition as “West U Citizen of the Year” in 1995. Bob sold his marine transportation company in 2009 but remains its general manager. His involvement in numerous industry initiatives led to his selection in 2005 as “Maritime Person of the Year” for the Port of Houston. He is currently Southern Region Chairman of American Waterway Operators, the barge and towing industry trade associaition. Bob is a graduate of Milby High School in Houston and The University of Texas in Austin. He currently sits on the Board of Visitors of Texas A&M University at Galveston. Bob is the city’s representative on the Houston-Galveston Area Council, where he is an alternate on its Board of Directors, and represents HGAC Small Cities as a member of its Transportation Policy Committee. He is currently serving as President of the Harris County Mayors’ & Councils’ Association (HCMCA). Bob and his wife, Jo Ann, have two children, Courtney Lerch (husband Eric and son William) and Allison.
George Boehme, Councilmember
George Boehme and his wife, Elizabeth, have been West University residents for almost 20 years. Elizabeth is a physician in private practice whose office is located next door to the studios of Channel 13. Their twins, Emma and James, were born in 1998 and are both in the fifth grade at West University Elementary School. George became the owner of Edloe Street Café and Deli, one of West U’s oldest businesses, in February 2008. Prior to entering the restaurant business, he founded the West University Examiner in 2001 and succeeded in growing the weekly newspaper into the Examiner Newspaper Group, which also published editions for Bellaire, Memorial and River Oaks. In 2006, George sold the Examiner Newspaper Group to Houston Community Newspapers.
Chuck Guffey, Councilmember
Chuck Guffey has lived in West University Place for the last 35 years. He currently operates a natural gas engineering consultant business, having retired as a consultant with a large engineering firm in Houston. He holds a doctorate in chemical engineering from LSU. His son is a freshman at the University of Texas; his daughter is married with a one-year-old; and his wife, Kathy, is a third-grade schoolteacher. Chuck is active in Boy Scouting and volunteers building homes with Habitat for Humanity. Chuck has served on the West University City Council for the last two years, on the Parks Committee in the distant past and on the City Charter Revision Committee recently. He is an active participant in Little League, soccer and other sports activities in the City.
Steven Segal, Councilmember
Steven Segal and his wife, Phyllis, have lived in their home on Sunset for 37 years. He is a retired tax partner with Fulbright & Jaworski LLP, where he practiced law for over 30 years. Previously, he practiced as a Certified Public Accountant with Coopers & Lybrand in Washington, D.C. Steven earned a B.A. from William and Mary, an M.B.A. from the University of Miami and his J.D. from the University of Houston. He has served West U as a City Council Member for four years and as a member of the Zoning Board of Adjustment for eight years. He created a program for West U’s Senior Services and continues to assist seniors with one-on-one counseling to help them select a Medicare Part D Drug Plan based on their needs. He is an active member of the Good Neighbor Team and was a head coach in West U Little League. Steven served the Houston Area Women’s Center for many years and was a member of the US Coast Guard Reserve. He belongs to Congregation Emanu El and has served on various committees there. Daughter Jessica married Danny Miller, and the couple with their son, Jonah, are West U residents. Son David and his wife, Rollin Simmons, are in graduate school in New York. The Segal beagles Daisy and Sadie are 14 but are still walked daily in the neighborhood.
