Payment

The City accepts cash, checks, money orders or ACH transfer in payment of utility services.  Payment may be made in person at City Hall, by US mail, drop box (located behind City Hall on Amherst) or use On-Line Payment.

Payment by ACH can be initiated by calling 713.662.5824.  We will need a voided check and an Automatic Payment Application.

Unusually Large Bill

If you receive an unusually large water bill you can contact the City at 713.662.5824 and request relief.  There are two adjustment forms to choose from; if you have a large bill due to a leak, complete the Adjustment Due to Defect Form and provide the original repair bill.  The City will absorb 50% of the difference between the high bill and your average bill.  The City will adjust up to six bills of high consumption due to a leak.

The other adjustment is to provide help with an “unusually large bill” – in most cases the City will adjust an unusually large bill to 160% of your average bill.

Only one adjustment of either type can be made in a twelve-month period.  Complete the Large Utility Bill Packet and return to the Finance Department via mail or in person and the adjustment will appear on your next bill.

Over-65 or Disabled Resident Solid Waste Service

The City reduces the cost of solid waste pick-up for customers over-65 or disabled.  To obtain the over-65 solid waste rate, the City requires a copy of the drivers license or other valid identification to verify age.  Residents that receive a disability exemption for property tax purposes will automatically receive the reduced rate for solid waste service.  If you receive a disability exemption for property tax purposes, please contact the Finance Department to have your account updated.

Water and Sewer Rates

West U increased its water and sewer rates in January 2007 to help offset cost increases associated with the City of Houston's increase in surface water.  The City will continue to monitor the water and sewer rates to ensure that revenues offset operating costs to provide the service.  Current water and sewer rates are shown below:
